What it contains
The report is prepared by the Central Bank’s Financial Regulation and Stability Department, and its publication was authorized by the Fifth Resolution of the Monetary Board of September 30, 2026. It brings together the information available as of May 30, 2026 in five chapters: the macro-financial environment, the financial sector landscape, the balance of risks, macroprudential policy and financial regulation. It describes a more uncertain world economy because of the conflicts in Eastern Europe and the Middle East, with pressure on energy prices and trade, and a Dominican economy that grew 2.1% in 2025 and 4.0% year on year between January and April 2026.
On the system, it reports that as of March 2026 the total net assets of deposit-taking financial institutions exceeded RD$4.66 trillion, 58.8% of GDP, with year-on-year growth of 9.3%. In the balance of risks it points to a liquidity coverage ratio of 97.0% at the end of 2025, a solvency ratio of 17.2% against the regulatory minimum of 10%, around 90.6% of the portfolio in risk categories A and B, delinquency below 2.0% and operational risk losses on a downward trend. The stress tests, with adverse, severe and extreme scenarios, take delinquency to a range of 3.6% to 7.0%, with no evidence that the provision of financial services would be compromised.
On macroprudential policy it details the liquidity provision program of RD$81,368.4 million (1.0% of GDP), the postponement until January 2027 of the return of at least RD$46,000.0 million of the Rapid Liquidity Facility, the update of the limits on foreign-currency lending and on the net foreign-currency position, and the increase of the Contingency Fund coverage to RD$2,355,000 per depositor. Among the regulatory provisions it highlights is the adoption of fair value to value the investment portfolios of financial intermediation entities.
Why it matters for risk management
It is the Central Bank’s most recent official reading of the risks facing the Dominican financial system and serves as a reference for calibrating stress scenarios, liquidity limits and foreign-currency exposure limits, and for monitoring operational risk in the entities. Keep in mind that the entities’ figures have cutoffs at December 2025 and March 2026, and that the report itself anticipates less comfortable financial conditions as the resources from the liquidity measures return to the Central Bank.
