Raúl Hernández

Biography
Technical Director of the Dominican Association of Pension Fund Administrators. He is Founder and Managing Partner of CIEF Consulting, Training & Family Services, as well as of the Instituto de Finanzas de Santo Domingo.
He is a consultant in asset and company valuation, assessment of the economic situation and of macroeconomic, financial and pension outlooks, development of initiatives under special tax regimes (hotels and free trade zones), as well as investment strategies, and drafting and review of regulations, policies and bills with economic impact and impact on the financial sector.
He was Technical Secretary of the Risk Rating and Investment Limits Commission, rising to the position of Coordinator of the Superintendency of Pensions, the second position right after that of Superintendent of Pensions.
He was Senior Economist and Head of the Economic Research Unit of the General Customs Directorate and General Advisor to the Superintendency of Banks, working actively on general laws such as the Trust and Mortgage Market Law, the Law on the Prevention of Money Laundering and Terrorist Financing, amendments to the Asset Evaluation Regulation, and the Cooperatives and Public-Private Partnerships bills, among others of importance to the financial sector.
He holds an MA and PhD in Economics from Rutgers University in the US, with studies at Princeton University. He has a postgraduate degree and MA in Applied Macroeconomics from the Pontificia Universidad Católica de Chile (PUC) and a bachelor’s in Economics from PUCMM. He has taken various specialized courses in economics and finance locally and internationally.
He has teaching and speaking experience on economics, monetary policy, fiscal issues, finance and wealth management at various universities in the Dominican Republic, Switzerland, Chile, the United States and Brazil.

Jerónimo Roca

Biography
Jerónimo Roca is an international consultant in tax policy and administration and in public policy evaluation. He has carried out consulting work for the Inter-American Development Bank (IDB), the Economic Commission for Latin America and the Caribbean (ECLAC), the United States Agency for International Development (USAID), the UK government’s Department for International Development (DFID), the United Nations Development Programme (UNDP) and the Development Bank of Latin America (CAF). From 2011 to 2014 he was Vice Minister of Planning and Budget of Uruguay.
He is a PhD candidate in Public Economics at the Universidad Complutense de Madrid and holds a Master’s in Economic Analysis and Financial Economics from that university. He is co-author of the book “Institutions and the economy. How institutions shape the functioning of the Spanish economy”. He is currently on the staff of the consulting firm ECOMOD of the Dominican Republic, where he has lived for seven years.

Jacqueline Mora Báez

Biography
She is an Economist with a Master’s in Financial Economics from the Pontificia Universidad Católica de Chile, where she also did a specialization in Applied Macroeconomics. She also has postgraduate studies in Pure Mathematics.
She was a consultant for the United Nations Development Programme as Deputy Coordinator of the First Human Development Report of the Dominican Republic. She was also an economist at the World Bank, where she worked on economic analysis, poverty and catastrophic risks for the Caribbean region. She is co-author of the book “Micro-enterprises and Productivity: A View from the Labor Market”.
Jacqueline Mora has taught at the country’s leading private universities, teaching Macroeconomics and Econometrics.
She has been an economic advisor in both the public and private sectors. In 2011 she founded Analytica, a consultancy dedicated to economic intelligence and business strategy.
She was a board member representing the employer sector on the National Social Security Council, and was also chair of the board of directors of CEVALDOM. From 2016 to 2020 she was financial manager of the Santo Domingo City Council. In August 2020 she was appointed technical vice minister of the Ministry of Tourism.

Wayne Camard

Dr. Wayne Camard - Founding partner of The Camard Group. Dr. Camard has 25 years of experience at the International Monetary Fund and experience at the Federal Reserve Bank of New York, USAID and Wells Fargo Bank. He did his doctoral studies at Stanford University, and studied at the London School of Economics and Williams College.

Stefan Bolta

Economist (B.A.) with a Master’s (M.A.) in Financial Risk Management and postgraduate studies in Data Science. He is a member of the Global Association of Risk Professionals (GARP), holding the professional designations Certified Financial Risk Manager (FRM) and Energy Risk Professional (ERP). He has broad experience (10+ years) in risk management roles as a consultant, practitioner and researcher, and finally as a regulator. He has more than 8 years as an instructor and lecturer in various master’s programs in financial risk management, derivatives and treasury.
He currently serves as Director of Economic Studies at the Superintendency of Banks. Previously, he served as Chief Risk Officer of the Securities Market Superintendency.

Kattia Ramírez

Biography
Kattia Ramírez González holds a bachelor’s and master’s in Economics, as well as a master’s in Applied Mathematics from the Universidad de Costa Rica. Her work experience has mainly been in risk management, in both public and private banking.
She has also led Fintech companies that provide consulting services to the financial sector. For the last two years she led the Deputy Management of Risk and Credit at Banco Nacional, the largest financial institution in Costa Rica.

Diana Mejia

Biography
I lead the risk management team at Nequi, in charge of identifying, measuring, controlling and monitoring the different financial and non-financial risks to which the company is exposed, in order to support the maximization of the risk-return relationship and promote sustainable growth.
I led the teams in charge of designing, implementing and monitoring the models that support credit and liquidity risk management at the Bancolombia group, covering the Banks in all the geographies where the group operates; this work generated efficiencies in model building and had a significant impact on business management through innovation in the use of information and analytical methodologies.
I led the team responsible for credit risk management of the personal and SME business at all stages: origination, monitoring and recovery. Among the main achievements is the implementation of the processes and models for managing pre-approved credit, which, working jointly with the business and other support areas, helped Bancolombia achieve leadership in consumer credit.
My main challenges have been associated with implementing changes and innovations in risk management. I believe in the importance of human talent as a pillar of organizations and I strive to create work environments that allow people’s potential to develop and that promote open communication and empowerment as the main leadership tool.

José Batista Echeverria

Biography
José Antonio Batista Echeverría is an outstanding professional in integrated risk management and administration. With a solid academic background, he holds a Bachelor’s in Industrial Administrative Engineering and a Postgraduate degree in Financial Markets from the Universidad Santa María La Antigua, as well as a Master’s in Strategic Management with an emphasis on Financial Markets.
His career began in the construction and real estate sector, before moving to the financial sector at Banco Continental de Panamá, where he held several positions, the last being Manager of Strategic Analysis and Control for the Technology, Operations, Projects, Legal and Compliance areas. He then worked at ACE International Hardware (a chain of retail and wholesale stores) as Director of Operations and Administration.
Since 2010, José Antonio has held key positions at the Promerica Group, initially as Vice President of Risk at St. Georges Bank & Company, and since 2017 as Regional Vice President of Risk at Promerica Financial Corporation, the holding company of the Promerica Group. He currently leads financial, operational, reputational, information security and climate risk management at group level, and is an active member of the subsidiaries’ Risk Committees and of the main Strategic Committees at PFC.

Previously, he served as interim Chief Risk Officer, Vice President of Retail Risk & Chief Retail Risk Officer and Vice President of Credit Solutions, Wholesale Banking at Scotiabank Perú S.A.A. Before that, he served as Director & Chief Risk Officer at Scotiabank Panamá, Corporate & Commercial Credit Risk Director – Global Risk Management (GRM) at Scotiabank Canada and Corporate & Commercial Credit Risk Director at Scotiabank Colombia - Banco Colpatria S.A. He also worked as Corporate & Commercial Credit Risk Senior Manager at Banco Colpatria S.A. and as Project Senior Manager – Junior Partner at Trigono S.A. Postgraduate degree in Corporate Finance and degree in Business Administration from CESA University - Colegio de Estudios Superiores de Administración.

Maribel Concepción Hidalgo

Current Vice President of Integrated Risk Management at Banco Múltiple Santa Cruz, S. A., the third largest private bank in the Dominican Republic, she is a professional with broad experience in Multiple-Service Banking, where she has worked for more than 20 years at two of the country’s main banks. Active member of the Risk Committee of the Dominican Republic Multiple-Service Banks Association (ABA) and the Risk Management Commission of the National Council of Private Enterprise (CONEP).
Expert in the design and implementation of the Risk Management Framework considering the elements of Strategy and objective setting, Coverage; Risk appetite; Governance and policies; Management information, communication, reporting and analytics; Assessment and communication measures; Control environment; Risk response; Stress Tests and Risk culture.
Former Director of Standards (Regulation) of the Superintendency of Banks of the Dominican Republic from 2014 to 2018, she coordinated the creation and updating of the country’s main current regulations, such as the Regulation on Guidelines for Integrated Risk Management, the Corporate Governance Regulation, the Asset Evaluation Regulation (REA), the Microcredit Regulation and the Regulation on Voluntary Liquidation of Financial Intermediation Entities, among others.
Likewise, under her direction the Instructions for Internal Control at Financial Intermediation Entities (EIF), the second version of the Instructions on Due Diligence, and the Instructions on Suitability Assessment of Shareholders, Board Members, Senior Management, Key Personnel and Staff in general of Financial Intermediation Entities, among others, were approved and published.
She represented the Dominican Republic in the Basel III reviews carried out by the Association of Banking Supervisors of the Americas (ASBA) and on the Banking Standards Committee for the implementation of International Financial Reporting Standards (IFRS), in addition to taking part in the working groups of the mutual evaluation carried out by the Financial Action Task Force of Latin America (GAFILAT).
