Biography

He has an extensive career that includes executive roles in the financial industry (public and private sectors), as well as consultant, analyst, educator and shaper of public opinion in the financial field. He holds a cum laude degree in International Relations from the Walsh School of Georgetown University (1994), was a Chevening scholar (1995) and holds a Master’s in International Business and Finance from the Fletcher School of Tufts University (2000). He received training at the Harvard and Dartmouth Business and Government School, Citigroup, Standard & Poor’s, the World Bank and the Association of Banking Supervisors of the Americas.

With more than 25 years of professional experience in the financial sector, Fernández Whipple has been Technical Advisor to the Superintendent of Banks in the resolution process of a bank rescued by the Monetary and Financial Authority. He was a Manager at the Superintendency of Banks, with primary responsibility for the technical areas of the banking supervisory body and for follow-up of the Stand-By Arrangement with the International Monetary Fund.

He held senior roles up to the rank of vice president at Citibank, N.A. and at Banco Popular Dominicano, C. por A. His practice at both institutions focused on Corporate Banking and Risk Management, mainly for the institutional, business and corporate segments.

Founder of Argentarium SRL, an analyst firm specializing in the financial sector, where he led projects that translate into important contributions to the development of financial education and the protection of banking users’ rights.

For 15 years he was a professor of Financial Statement Analysis, Banking and Corporate Finance at the Pontificia Universidad Católica Madre y Maestra (PUCMM) and the Universidad Iberoamericana (UNIBE).

Manuel Luy

Presentation: Expected loss models as a quantification of credit risk.

Manuel Luy is the Deputy Superintendent of Economic Studies of the Superintendency of Banking, Insurance and AFPs of Peru (SBS). He currently chairs the SBS’s International Financial Regulation Standards and Digital Government Committees. He is part of the Technical Group of the Association of Banking Supervisors of the Americas (ASBA) and represents Peru on the Basel Consultative Group (BCG).

He also serves as a Director of the Superintendency of the Securities Market of Peru (SMV) and as an expert on Macroprudential Regulation and Banking Supervision for the International Monetary Fund.

Mr. Luy holds a master’s in Economic Development from the University of Sussex (UK) and a master’s in Finance from the Universidad del Pacífico (Peru); and has a bachelor’s in economics from the Universidad del Pacífico, where he has also been a part-time professor in courses such as Microeconomics, Financial Economics and Econometrics.

Presentation: A multidimensional approach to interest rate risk in the DR.

Biography

Alerso is a professional specializing in capital markets and quantitative finance, with a focus on the development of financial markets and investment instruments. He has held various positions in banking, the securities superintendency and the stock exchange, all on topics related to the securities market, and has advised Pension Funds, Investment Funds, Financial Intermediation Entities and Insurers in their asset allocation, risk analysis and investment portfolio management processes.

He is currently Managing Director of Capital Markets and Asset Management at the financial consulting firm Yunque Capital, and Founder|CEO of QuanTech, a fintech that combines quantitative analysis, finance and technology to offer solutions to the front, middle and back office areas of the asset management industry in the Dominican Republic.

In academia, Alerso has taught at Barna Business School, PUCMM, Unibe, the Instituto de Finanzas de Santo Domingo (IFI) and APEC, as well as stock exchange diploma programs and training for the Central Bank of the Dominican Republic, all on topics related to capital markets, quantitative finance and financial risk management.

Alerso holds a degree in Economics from the Instituto Tecnológico de Santo Domingo (INTEC) with postgraduate studies in Banking and Quantitative Finance at the Universidad del País Vasco, holds the Certificate in Quantitative Finance (CQF) from Fitch Learning and has the Chartered Financial Analyst designation from the CFA Institute.

Presentation: ESG Risks: Climate, Sustainability and Business Resilience.

Biography

Environmental and sanitary engineer and natural resources administrator, specialist in public management and administrative institutions with studies in air quality management and climate change negotiation, with more than 20 years of professional experience in sustainable development, licensing and environmental management. He stood out as director of the Climate Change Directorate of Colombia’s Ministry of Environment and Sustainable Development (MADS), was part of the team that formulated his country’s National Climate Change Policy, led the technical team that represented Colombia in the Paris Agreement and structured Colombia’s first Nationally Determined Contribution (NDC). He has taken part in the formulation and implementation of environmental regulations. He was a member of the Board of the Green Climate Fund (GCF).

He recently served as Director General of Colombia’s National Environmental Licensing Authority; under his administration the ANLA was recognized as the most transparent entity in the Colombian public sector in 2021 and rated the best entity in the environment sector from 2020 to 2022.

He is currently the Climate and Sustainability leader at MARSH for Latin America and the Caribbean. He is a columnist and lecturer.

Biography

Leader of regional advisory services. Experienced professional in the financial services sector with a 28-year track record in the accounting and consulting industry. He is trained in Enterprise Risk Management (ERM), Financial Risk Modeling (IFRS 9, BASEL), improvements to Corporate Governance Frameworks, as well as the Transformation of Finance and Treasury areas and of Control and Prevention areas (risk, Compliance, Internal Audit, Comptroller, Operations). He also has strong capabilities in Regulation and Compliance, where he has taken part in drafting laws and regulations (FATCA, CRS, AML, Beneficial Owner).

He is a recognized speaker at conferences and academic activities throughout Latin America and collaborates with Boards of Directors, the IIA, FELABAN and other associations and institutes related to the field of financial services risk management.

Bismark has been involved in projects related to Internal Audit Transformation, ERM framework implementation, Cost Control and Operational Efficiency, Business Plan Formulation, Financial Projections, as well as various work related to financial crime risks, Regulatory Reporting, SOX 404, Financial Risk Models, Credit Scoring, Market and Liquidity Risk Monitoring Engines, Stress Testing and Scenario analysis. In recent years, he has been working on several projects to implement risk monitoring systems through indicators, credit rating systems (implementation, design, validation and calibration), implementation of Basel II and III rules and other regulatory capital adequacy requirements at banks in the region. He has also led relevant investigations and implemented operating models for look-back procedures, KYC, due diligence, risk profiles and AML transaction monitoring.

Bismark was a member of the International Internal Audit Standards Board (IAASB) of the Institute of Internal Auditors (The IIA Global) between 2012 and 2016. The IAASB is the body that sets internal audit standards worldwide. Between 2016 and 2019 he was a member of the IIA Global’s Committee of Research and Education Advisors (CREA).

He has served as an independent member and advisor to Boards of Directors and on Risk, Compliance, Audit, Corporate Governance and Credit Committees at banks in Panama and the Dominican Republic. Presentation: AML/CFT risk management vs. compliance program: How to establish an efficient synergy.

Biography

Francisco joined KPMG in 1993 and has been a partner in the advisory practice since 2007. In 2012 he was appointed leader of the advisory practice for KPMG Dominicana. Since joining the Firm, Francisco has been in charge of the Information Technology practice, taking part in different projects such as: strategic IT planning, information security assessment, strategic assessment of IT resources, evaluation and selection of software and hardware vendors, identity and access management (IAM), design and implementation of continuity plans, among others. His current responsibilities include developing the strategy for rolling out initiatives related to digital transformation and cybersecurity in the Dominican Republic.

Francisco has been certified as an anti-money laundering specialist by the Association of Certified Anti-Money Laundering Specialists (ACAMS) since 2007. He also has experience as the person in charge of more than 80 projects reviewing compliance with Law No. 72-02 against money laundering at various local and international financial institutions.

As a partner in the advisory practice, he has led projects on operational risk compliance, anti-money laundering law compliance, strategic planning, performance improvement, process reengineering, internal control, information risk management, information technology advisory and business valuation, among others.

Certified in FATCA by KPMG International since December 2011. Since then, he has taken part as a speaker at different national and international conferences related to this topic.

He also serves as Environmental, Social and Governance (ESG) leader for KPMG Dominicana, and is in charge of defining strategies to enable the implementation of KPMG International’s guidelines on these topics, coordinating the work teams that provide these services and responsible for the quality of services to clients.

Biography

Former Director of Global Risk Management at Bankia and Head of Capital Adequacy and Economic Capital at Santander. The professor has played an integral role in risk management in the banking sector, taking on a variety of key responsibilities.

His main responsibilities include monitoring the global risk profile and generating reports for Senior Management, as well as calculating and reporting RWAs and preparing risk parameters under Pillar 1. He has also led the preparation of the ICAAP and internal stress testing under Pillar 2, as well as the preparation of the Prudential Relevance Report under Pillar 3. His experience also covers the management of regulatory stress testing, including EBA requirements, and the maintenance and development of the Risk Appetite Framework.

Biography

Economist from the Pontificia Universidad Católica del Perú, Master in Banking and Finance from the Universidad Autónoma de Madrid, Spain; Master in Economics from Georgetown University, USA. In addition to his role as Deputy Superintendent at the Superintendency of Banking, Insurance and AFPs of Peru, he has served as an external consultant to the International Monetary Fund. He has more than 25 years of experience in the banking, life insurance, pensions and securities systems. He is a university professor and researcher in financial matters.

Biography

Jorge L. García is Director of Financial Stability at Banco de México, where he has worked since 2000. Since then, he has taken part in various projects related to financial regulation, risk assessment, crisis management and, in general, safeguarding financial stability. Since 2010 he has represented Banco de México in various working groups of the Basel Committee on Banking Supervision (BCBS), the Financial Stability Board (FSB), the Committee on the Global Financial System (CGFS), as well as in various international coordination and cooperation initiatives. He has taken part in designing Mexico’s prudential regulation and crisis management framework. In particular, regarding liquidity risk management and the liquidity requirements of commercial banks, capitalization regulation, the Total Loss-Absorbing Capacity (TLAC) requirement, emergency liquidity provision and other central bank liquidity facilities, the special regime for bank resolutions, among others. Born in Guadalajara, Mexico, he earned a bachelor’s in economics from the Instituto Tecnológico Autónomo de México and a master’s and PhD in economics from the University of Rochester.

Marcelo is a statistician with more than 25 years of experience in developing predictive models and machine learning. He has worked in varied sectors such as banking, telecommunications, insurance, retail, government and energy. He has experience in credit risk modeling, collections and fraud prevention at major Brazilian banks such as HSBC Brasil, Santander and Itaú-Unibanco. He has also collaborated with consulting firms and financial services companies, as well as with specialized software developers such as SPSS and SAS. Marcelo has devoted more than 15 years to postgraduate teaching, specializing in advanced analytics and artificial intelligence.

Since 2018, he has worked at FICO, focused on analytics and optimization for decision-making. He holds a bachelor’s in Statistics and two postgraduate degrees in market research and economic engineering, as well as a master’s in business strategy.

Biography

Federico Muller is Country Manager at Microsoft Dominican Republic and Customer Success Manager at Microsoft Caribbean and Central America. He has vast experience of 25 years in the technology sector. He began his career at Microsoft in 2013 as an Account Technology Strategist and continued to grow, holding positions such as Application Platform Solutions Specialist, Senior Modern Work Specialist and Senior CSA (Customer Success Account) Manager.

Federico is passionate about helping customers achieve their business goals through digital transformation. Drawing on his broad experience in cloud services, cybersecurity, collaboration, employee experience, meetings and communications, he helps deliver value and satisfaction to his customers, partners and internal stakeholders.

His exposure to these areas has given him the ability to formulate and execute customer engagement models, skillfully identifying key figures in the technical and business spheres, fostering collaboration among cross-functional teams and aligning customer priorities with the most appropriate technology services and solutions.

Biography

Joshua Kolling is a principal examiner and risk specialist in the Supervision and Regulation Department of the Federal Reserve Bank of Cleveland, which he joined in 2012. Since 2014, he has been a member of the capital planning and position risk team overseeing reviews of capital planning and model risk management. Mr. Kolling is currently on rotation with the Large Financial Institution Supervision Coordinating Committee’s Portfolio Coordinated Activities section of the Board of Governors as co-lead for the 2023-2024 Horizontal Capital Reviews (HCR) and as an LFBO capital analyst. He is a lead instructor for the international Capital Planning and Stress Testing (CPST) and Advanced Credit Risk Metrics and Measurement (ACRMM) courses.

Previous roles include the retail cross-portfolio discussion group, leader of the LFBO MG risk coordination group (RCG), leader of LBO CECL coordinated reviews and leadership roles in stress testing under the Comprehensive Capital Analysis and Review (CCAR). Before working at the Cleveland Reserve Bank, Mr. Kolling worked as a national bank examiner commissioner at the Office of the Comptroller of the Currency (OCC). He is also a veteran who served in the United States Army.

He has a bachelor’s in finance from the University of Wisconsin-Eau Claire. He was awarded the Federal Reserve’s 2020 William Taylor Award for excellence in bank supervision and the Cleveland Reserve Bank’s 2020 federal government Brian C. Tarnowski Excellence Award.

Biography

Modesto, a native of Maracaibo, Venezuela, has forged a notable 20-year career spanning the legal, technology, financial and compliance sectors, and currently focuses on Artificial Intelligence at Moody’s.

His important achievements at Moody’s include the launch of Sanctions 360, a sanctions risk mitigation tool, along with the development of AI-enabled products. He holds a law degree from the University of Montreal, and Modesto’s career took him to Miami, where he worked with several private banks and financial institutions. His pursuit of higher education led him to earn an ACAMS certification and begin a Master of Laws at Florida International University, where he focused on technology and law. His curiosity about large-scale data analysis and commercial software development drove him toward machine learning.

Modesto’s interest in blockchain analytics and technology facilitated his role as a financial crimes investigator for a major virtual asset provider. Since 2022, he has given back to the community by sharing his knowledge as an instructor, teaching programming, computer science and cryptography at the University of Miami. and AI, focusing on applying technology to eradicate money laundering and financial crime. Modesto’s career is a testament to his commitment to innovation and excellence in harnessing technology for positive social impact.
