What it contains
The article, published on 8 May 2026 on the Superintendency of Banks’ institutional blog by Laritza Landrón Cedeño and Ingrid Chacón Cárdenas of the Fiduciary Market Supervision Department, explains how risk-based supervision (RBS) is applied to Dominican trustees. Unlike uniform and reactive approaches, RBS takes a forward-looking, comprehensive and differentiated approach that seeks to anticipate risks and their possible consequences.
RBS effectiveness rests on three pillars: risk identification and analysis, with a comprehensive assessment of the risks inherent in fiduciary activities; assessment and remediation, with formal communication of findings, clear expectations for improvement and the assignment of a Composite Risk Rating; and data analytics, to detect vulnerabilities early, with the implementation of a supervisory technology (suptech) application.
The text places the approach in the context of the market’s growth: Dominican trustees have grown substantially since 2011 and, as of December 2025, public trusts managed more than RD$264 billion, 51 % of supervised fiduciary assets. The Superintendency published the financial statements of public trusts in March 2026 to strengthen transparency, and mentions the development of specific regulation for these trusts to provide greater legal certainty and supervisory effectiveness.
Why it matters for risk management
It is a window into the logic with which the Superintendency approaches supervision: risk profile, composite rating and data analytics. For supervised institutions it helps to understand what evidence and what risk governance will be relevant, also beyond the fiduciary market.
