Fourth Annual Risk Conference 2026

What it is about

Luis Felipe Jiménez, founding partner of Logique Consulting, presented at the Fourth Annual Risk Conference (September 17, 2026) why measuring the financed emissions of a loan portfolio is a risk function and a strategic decision, not just a compliance figure.

The 21 slides explain that climate risk (physical and transition) is credit risk, recall the Dominican framework (the SARAS Guide of the Superintendency of Banks, the Green Taxonomy and the pilot with IFC) and detail the financed emissions metric of scope 3, category 15, and the PCAF standard with its five data quality levels. They show the case of Itaú Unibanco and an illustrative exercise with a fictitious portfolio in five steps, and close with the role of sustainability areas, the four questions of the TCFD framework and three capabilities the risk area must develop.

Objectives

  • Explain why financed emissions are a dimension of credit risk.
  • Present the PCAF methodology and the importance of data quality.
  • Show with an exercise how measurement becomes decisions on concentration, origination, credit policy and targets.

Key takeaways

  1. Financed emissions are calculated as the sum of the bank exposure over the borrower value, multiplied by the borrower emissions; the attribution factor turns the customer footprint into the one that corresponds to the loan.
  2. The PCAF Data Quality Score runs from 1 (real, verified data) to 5 (generic estimate) and tells how much weight the figure can have in a decision.
  3. In the pilot of the Superintendency of Banks with IFC, 33% of the 7,545 eligible operations were analyzed under SARAS in six institutions.
  4. In the exercise with a fictitious portfolio, 76% of emissions are in corporate credit, five clients concentrate 50% of that portfolio and new lending is 19.5% more intensive than the existing portfolio.
  5. Measuring to decide, and not only to report, requires granular and traceable data, dialogue with commercial areas and a portfolio view.
