What it contains
Each year, ECB Banking Supervision defines the areas on which it will concentrate its work on euro area banks. The 2026-28 edition, published on 18 November 2025, starts from a premise: global uncertainties have reached exceptional levels and banks must be ready for the challenges ahead. The document is organized around two priorities.
The first is to strengthen resilience to geopolitical risks and macro-financial uncertainties. It includes watching prudent risk-taking and sound credit-granting standards to prevent new non-performing loans; ensuring adequate capitalisation and consistent application of CRR III, with closer scrutiny of the standardised approach and of the new output floor; and prudent management of climate and nature-related risks, with exercises aimed at transition planning.
The second is to strengthen operational resilience and technology capabilities. It calls for sound operational risk management frameworks, remedying deficiencies in risk data aggregation and risk reporting (RDARR) and, over the medium to long term, attention to banks’ digital and artificial intelligence strategies, their governance and their risk management. With the DORA regulation in force since the start of 2025, banks must apply its requirements consistently, in particular those on ICT third-party risk and incident management; supervision of critical ICT providers under that framework starts in January 2026.
Why it matters for risk management
It shows what a leading supervisor is looking at, with no direct effect in the Dominican Republic. It is useful for comparing one’s own risk management priorities (credit, capital, technology, third parties and risk data) with those of an authority that supervises significant euro area banks.
