Biography
Bernardo Fuentes is Vice President of Economic Studies at Banco BHD, in charge of studying and analyzing the economy and making projections of its behavior, as well as its impact on the national financial system. He has more than 25 years of experience. He is an economist who graduated with honors from the Pontificia Universidad Católica Madre y Maestra (PUCMM). He has completed postgraduate studies in Finance, a master’s in Business Administration and specialized studies in Banking at INCAE in Costa Rica.

Jesse Rogers
Head of Economic Research and Chief Economist for Latin America at Moody’s Analytics
Biography
Jesse Rogers is the head of economic research for Latin America at Moody’s Analytics and chief economist for the region, where he carries out research and tracks the region in real time. His work spans trade policy, capital flows, commodity markets, political risk and economic development.
Jesse holds a Master’s in Economics and International Relations from the School of Advanced International Studies at Johns Hopkins University and a Bachelor’s in Hispanic Studies from the University of Pennsylvania. During his master’s studies, he interned at the U.S. Department of the Treasury and at the Institute of International Finance. Previously, Jesse was a finance and politics correspondent at El Diario de Nueva York and worked as a research assistant at the Centro de Investigación y Docencia Económicas (CIDE) in Mexico.

Richard Medina
Partner-Director at WCG
Biography
Richard Medina is a Dominican economist, an expert in fiscal and climate change issues, Academic Coordinator of the Economics program at INTEC, and Partner-Director at WCG, an advisory firm on macroeconomic, fiscal and capital market issues.
Academically, Richard Medina is a graduate of the Master in Public Administration and International Development (MPA/ID) at Harvard University’s Kennedy School of Government. Previously, Richard earned his Bachelor’s in Economics from the Instituto Tecnológico de Santo Domingo (INTEC) in 2010 and a Master’s in Applied Economics from the Universidad Católica Santo Domingo (UCSD)-Fundación Empírica in 2013.
Recently, Richard was Financial Advisor and Director of the Ministerial Cabinet at the Ministry of Finance of the Dominican Republic. From that position, Richard worked on projects related to the analysis and implementation of the Government’s fiscal (budget) policy. Specifically, Richard coordinated the Ministry of Finance technical team that designed and implemented the social plans and economic measures against the health and economic crisis generated by COVID-19, including the Employee Solidarity Assistance Fund (FASE) and the Self-Employed Worker Assistance Program (Pa’ Ti), which benefited almost 1.6 million households. He also took part in the team that categorized the competition in Dominican product markets for tax equity analysis purposes.

Wayne Camard

Dr. Camard has 25 years of experience at the International Monetary Fund and experience at the Federal Reserve Bank of New York, USAID and Wells Fargo Bank. He did his doctoral studies at Stanford University, and studied at the London School of Economics and Williams College.

Stefan Bolta

Biography
Economist (B.A.) with a Master’s (M.A.) in Financial Risk Management and postgraduate studies in Data Science. He is a member of the Global Association of Risk Professionals (GARP), holding the professional designations Certified Financial Risk Manager (FRM) and Energy Risk Professional (ERP). He has broad experience (10+ years) in financial and capital markets as a consultant, lecturer, researcher, practitioner and regulator. He currently serves as Director of Economic Studies at the Superintendency of Banks. Previously, he served as Chief Risk Officer (CRO) of the Securities Market Superintendency.

Claudia Salas Cubero
General Director of Risk at Banco Nacional de Costa Rica
Biography
Finance and economics professional with more than 15 years of experience in the financial sector, specializing in integrated risk management. She currently serves as Risk Director at Banco Nacional de Costa Rica, where she leads the risk management strategy at the BN Conglomerate level, including credit, market, liquidity, operational and strategic risk.
Throughout her career, she has driven processes to strengthen corporate governance, risk culture and the implementation of national and international regulatory frameworks. Her experience includes overseeing third-party management, business continuity and internal control programs, key topics in today’s environment of interconnected risks.

Federico Muller
Country Manager, Microsoft Dominicana
Biography
With more than 25 years of experience in technology, innovation and digital transformation, Federico Muller has led high-impact initiatives in both the public and private sectors, always focused on how technology can improve people’s lives, energize businesses and strengthen institutions.
He began his career as a consultant at Deloitte, was a consultant on technology projects, and for eight years led the technology transformation of a key government entity, where he led far-reaching projects such as the first Government Contact Center, the Single Portal of State Services and the Government Data Center. He later worked as an independent consultant, and has been part of Microsoft for thirteen years.
He is currently Country Manager of Microsoft in the Dominican Republic, where he leads the strategies that drive national competitiveness through technologies such as artificial intelligence, cybersecurity, cloud and digital innovation. He also works closely with strategic organizations in sectors such as aviation, education and logistics, supporting them in their technological evolution to achieve tangible results.
Federico has also been a university lecturer, teaching at institutions such as the Instituto Politécnico Loyola and the Instituto Tecnológico de las Américas (ITLA), and has stood out as a national and international speaker on innovation, digital transformation and cybersecurity.
He complements his career with executive education at INSEAD, where he has specialized in Business Strategy, Financial Acumen, High Performance Mindset and Business Model Innovation. He has also completed studies at Accenture, focused on disruption and innovation in financial services.

Diego Laverde
Vice President of Information Security at Banco Popular Dominicano
Biography
Diego Laverde is a Colombian-born professional with more than 19 years of experience in cybersecurity and risk management in the financial sector, in both Latin America and the United States. He currently serves as Vice President of Information Security (CISO) at Banco Popular Dominicano, leading data protection, technology resilience and regulatory compliance strategies at one of the region’s most important financial institutions.
He is a Physicist and holds an MBA from the Universidad de los Andes (Colombia), with specialized training in Cybersecurity from Stanford University. His approach combines solid technical knowledge with a strategic business vision, allowing him to align information security with corporate objectives, manage high-performance teams and lead secure and sustainable digital transformation processes.

Biography
Edwin is the leader of the cybersecurity, privacy and resilience practice at PwC Interaméricas. He has more than 14 years of professional experience in the PwC network, advising its clients on cybersecurity, privacy and business continuity.
Edwin has led and carried out projects across the PwC network of firms internationally related to Information Security, Cybersecurity Strategy and Transformation, Resilience and Business Continuity Management, among others. He has experience in different sectors, including: financial, telecommunications, services, retail and agribusiness, among others.

Juan Carlos Salinas Morris, CFA, FRM
Principal Analyst, Economic Research Department, Superintendency of Banks of Peru (SBS)
Biography
Master of Public Administration (MPA), Columbia University, scholarship holder of the World Bank and the Government of Japan (JJ/WBGSP). Bachelor’s and Licentiate in Economics from the Universidad del Pacífico (UP), graduated with honors. He has more than 10 years of experience within the Economic Studies Management of the Superintendency of Banking, Insurance and AFPs of Peru (SBS), as well as experience working for international organizations such as the International Monetary Fund and the World Bank, through (i) support on various technical assistance missions and (ii) the preparation of a technical note for an FSAP.
Juan Carlos, Principal Analyst in the SBS Economic Research Department, currently leads the development and implementation of the institution’s Solvency Stress Model, and is the creator of the SBS’s first Climate Risk Stress Exercise, which links physical risk climate drivers and quantifies them into potential impacts on credit risk at financial institutions. He has published two working papers related to this topic, which are at an advanced stage regarding climate risk quantification.
He is also the SBS representative to the NGFS, a network of central banks and financial regulators that seeks to strengthen the role of the financial system in the transition to a sustainable economy and in managing risks related to climate change and other environmental risks. In particular, Juan Carlos takes an active part in the NGFS working group responsible for developing climate scenarios.
He is also a part-time professor in the Academic Department of Economics and the Academic Department of Finance at the undergraduate level at UP, as well as a lecturer at the same university’s School of Public Management. His areas of interest include financial stability, financial regulation, macroprudential policy, financial risk analysis and management, and economic and financial research, on which he has published various working papers at the SBS.

Fernando de Menezes Linardi, PhD
Head of the Systemic Risk Division of the Central Bank of Brazil
Biography
Fernando de Menezes Linardi is an economist with broad experience in financial stability, systemic risk analysis and regulatory policy.
He currently serves as Head of the Systemic Risk Monitoring Division at the Central Bank of Brazil, where he leads the development of macroprudential stress testing frameworks, including the analysis of climate-related scenarios. With a solid foundation in financial system monitoring and prudential regulation, Fernando has contributed to the implementation of Basel III standards and to the assessment of credit, market and liquidity risks within the Brazilian financial system.
He holds a PhD in Economics from the University of Amsterdam, as well as master’s degrees from the Université Libre de Bruxelles and the Universidade Federal de Minas Gerais. Fernando has a keen interest in the interplay of data science, financial regulation and climate-related risks.

Juan Quiñonez Wu
Economist specialized in Macroeconomics with an emphasis on climate change
Biography
Juan Salvador Quiñonez Wu is an economist who graduated from the Pontificia Universidad Católica Madre y Maestra (PUCMM), completed a postgraduate degree in Statistics Applied to Business at the Instituto Tecnológico de Santo Domingo (INTEC) and holds a Master’s in Applied Economics from Utah State University (USU).
He has held positions at various national banks, in roles related to credit risk analysis and monitoring and also to the study of the local macroeconomic situation. In the public sector he worked as an economic researcher focusing on topics related to monetary policy transmission and short-term forecasts. He currently continues his research work at the regional level, studying the effects of climate change on macroeconomic aggregates, focusing on the countries of the Central America region and the Dominican Republic.
Among his contributions are “Central America, Panama and the Dominican Republic facing climate change: analysis of climate scenarios”, which studies the temperature and precipitation paths these countries could experience under different climate scenarios. Also “Actions of the central banks of Costa Rica and the Dominican Republic in the face of climate change”, which studies the main measures central banks take to address climate change.

Alejandro Tizzoni
Executive Vice President of Integrated Risk Management at Bladex
Biography
Alejandro Tizzoni has served as the Bank’s Executive Vice President of Integrated Risk Management since May 2016. He has also held various positions within the Bank’s Risk Management Department since 2006, as Senior Vice President between 2012 and 2016, Vice President between 2008 and 2012 and Senior Analyst between 2006 and 2008. Mr. Tizzoni held several positions in the credit risk area of the international banking and private sector in Argentina and Chile between 1997 and 2006.
Mr. Tizzoni is an AML Certified Associate (AMLCA) from FIBA at Florida International University, took part in a fintech program at the Saïd Business School of the University of Oxford, completed the C-Suite Pathway senior management program at IESE-NYU Stern, holds a Master’s in Risk Management from the Stern School of Business at New York University, an MBA from the University of Louisville and a bachelor’s degree in Business Administration and is a Certified Public Accountant, both from the Universidad de Buenos Aires, Argentina.

Gabriel Chamo Molina
VP of Economic Intelligence at Banco Industrial
Biography
Gabriel Chamo is an Economist with three master’s degrees: an MBA with a minor in Finance (UFM), a Master of Management with a minor in Entrepreneurship (Tulane University – US) and an MSc in Finance (HEC Paris). He also has solid experience in Economic Intelligence, risk management and strategic analysis in the banking sector. He is currently VP of Economic Intelligence at Banco Industrial, where he leads a regional team that generates economic and financial insights and strategic metrics for LATAM where the banking group has exposure, for managing risks and opportunities.
In parallel, he has been recognized as one of the top 8 entrepreneurs for eradicating poverty by the Social Ventures Foundation, has taken part in the entrepreneurship acceleration program at Wharton and MassChallenge Mexico, and in his academic career has publications on climate change, water resource management and post-pandemic economic diversification, and is founder of the HEC Finance Community LATAM Chapter.

Carlos Laroze
Specialist in Integrated Risk Management in Chile’s Financial System
Biography
Business Administration professional with postgraduate studies in Statistics, with more than 15 years of successful experience in Banking and the Financial Sector, leading strategic areas such as Business Intelligence, Credit Risk & Portfolio Management, Management Control, Analytics, Regulatory Risk and Sustainable Finance.
Throughout his career he has played a key role in implementing IFRS 9 and Basel III at various financial institutions, as well as in developing advanced risk and credit management models. In recent years he has led multiple projects focused on integrating ESG factors into credit management, contributing to the evolution of sustainable practices within the financial sector.
He has solid experience in administering and managing high-volume credit portfolios, with an approach based on financial analysis, statistical modeling, data management and advanced analytics for strategic decision-making. He is also a member of GARP (Global Association of Risk Professionals) and holds the Sustainability and Credit Risk (SCR) certification, one of the most prestigious in the world at the intersection of sustainability and credit risk.
In the academic field, he has been an active speaker at high-level international seminars, teaching courses and giving lectures on topics such as Portfolio Management, Asset Allocation, Econometrics and ESG Investments, among others. His commitment to training and knowledge development has led him to collaborate with various specialized institutions and forums, consolidating his reputation as an expert in risk management and sustainable finance.

Alessandra Senes
VP and CRO for the Caribbean and Central America at Scotiabank
Biography
Senior executive with more than 20 years of international experience in risk management, financial analysis, microfinance, executive coaching and organizational transformation at leading financial and credit institutions in Latin America, Europe and the United States. She currently serves as Vice President and Regional Chief Risk Officer at Scotiabank, leading the financial and non-financial risk strategy in 10 countries in Central America and the Caribbean, with a team of more than 250 people.
Recognized for her strategic vision, leadership in multicultural environments and ability to manage large teams, Alessandra has held high-responsibility positions at institutions such as Citibank, TransUnion, Equifax and FINCA International, developing analytical credit models, financial inclusion processes and innovative technology platforms to optimize the customer life cycle.
She also holds an international Professional Coach certification (ICF), with solid training in integral leadership and personal and organizational transformation.

Gianni Landolfi Moya

Biography
A Business Administrator, graduate of the Universidad Católica de Santo Domingo (UCSD), with a Master’s in Business Administration (EMBA) from Barna Management School. He has 27 years of experience in the financial system, with more than two decades in strategic and executive positions in key areas such as risk management, credit analysis, business, recoveries, operational efficiency and continuous improvement, among others.
He currently serves as Senior Vice President of Risk at Banco Promerica República Dominicana, where he has led a comprehensive transformation of the area, strengthening its structure, automating critical processes and promoting the use of advanced analytical tools aligned with the business strategy. His leadership has promoted more robust risk governance and proactive management, linked to the institution’s sustainable growth.
At the regional level, he has represented the bank in technical and strategic forums of the Promerica Group, contributing to the harmonization of risk management criteria and practices.
In the academic field, he has contributed to the Executive MBA, MBA and executive education programs of Barna Management School; he is also a founding partner of CAP – Centro de Aptitudes Profesionales and a mentor to leaders in various functional areas.

Yamileh García de Kuhnert, PhD

Biography
Economist and PhD in Finance from Alliance Manchester Business School (United Kingdom), with more than 15 years of experience in capital markets, portfolio management and financial strategy. She was Treasury Director at the Central Bank of the Dominican Republic, where she led the management of international reserves (a USD 14,000 MM portfolio) and top-tier banking and institutional investor relationships. She developed key policies to strengthen the foreign exchange and fixed-income trading desks, as well as for liquidity management, risk hedging and financial optimization.
Founder of Core Capital and partner in Xolver’s Capital Markets practice, from where she has provided strategic consulting to boards of directors, investment committees and senior executives of prestigious financial institutions, corporations and multilateral organizations, combining macro-financial analysis with actionable recommendations for decision-making. She is currently Executive Director of Primma Advisors, a firm specializing in structuring and distributing solutions for capital raising, liability management, investment optimization and financial risk hedging.

Yann Neto brings more than 26 years of experience in the global investment industry. His career spans front office roles as a market maker and proprietary trader at top-tier banks in Frankfurt and London, brokerage at leading global firms, and senior positions in asset management, investment distribution and institutional sales. With deep expertise in fixed income and multi-asset strategies, Yann combines technical knowledge with commercial acumen, shaped by his work with institutional and wholesale clients around the world.

Bachelor’s in Economics from INTEC, with a Postgraduate degree in Corporate Finance (INTEC), a Master’s in Applied Economics (UCSD-Empírica), a Master’s in Finance from Universidad Torcuato Di Tella, Chartered Financial Analyst (CFA) from the CFA Institute and Chartered Alternative Investment Analyst (CAIA) from the CAIA Association.
He has more than 19 years of experience in economic and financial analysis positions. He has been a consultant to various institutions of the Dominican financial sector, including brokerage firms, banks, investment funds, pension fund administrators, trust companies, insurance companies and regulators.
He has experience in treasury, portfolio management, valuation of financial asset portfolios, financial regulation, investment banking, public offering instruments, structuring of trusts and investment vehicles for managing real and financial assets. His professional experience includes work as advisor to the Superintendent of Banks and Treasurer of Primma Valores.
He has more than 15 years of teaching experience at various universities in the country in the areas of economics and finance, and was director of the master’s programs in Risk and Treasury Management, and Banking and Financial Management at PUCMM.
He has academic publications in the areas of financial bankruptcy risk, systemic risk and interest rate structures in the Dominican Republic. He won third prize in the BCRD’s economic research contest in 2020. He has been a judge for the CFA Research Challenge Central America and DR (2020 and 2021).

Manuel Martínez Ortega

Biography
Manuel Martínez Ortega is a professional with more than 27 years of experience in the banking sector, especially in finance, economics and treasury. He currently serves as Senior Vice President of Treasury and International Business at Banco Múltiple Santa Cruz.
Martínez has an MBA from the Université du Québec, as well as a Postgraduate degree in Corporate Finance at PUCMM. He has also taught various subjects related to his areas of experience at the following universities: PUCMM, APEC, INTEC and UNIBE. Lastly, he was a member of the Board of Directors of UNAPEC.

Enmanuel Cedeño Brea, PhD

Biography
He is a lawyer specializing in economics and financial regulation. PhD in Law and Economics (2017), a graduate of the universities of Hamburg, Rotterdam and Bologna.
He holds Master’s degrees in Law and Finance from the University of London; and in Banking Law and Financial Regulation from the London School of Economics.
He has held the positions of Deputy Manager of Regulation and Innovation at the SB and Superintendent’s Deputy at the Securities Market Superintendency of the Dominican Republic.
