Biography
Juan Curutchet is a lawyer who graduated from the Universidad de Buenos Aires and holds a Master of Laws (LL.M) from New York University.
He has a broad career in the Argentine financial system, having served as Vice President of Banco Ciudad de Buenos Aires from 2008 to 2015; as President of Banco Provincia de Buenos Aires from 2015 to 2019. Since 2023, he has served as Director and Superintendent of Financial and Exchange Entities at the Central Bank of the Argentine Republic.

Oscar Basso Winffel

Biography
Professor of Finance at the Pacífico Business School in Peru and Deputy Superintendent of risk at the Superintendency of Banking, Insurance and AFPs of Peru. Before his current position he was the first Deputy Superintendent of Cooperatives at the SBS and Director of the Securities Market Superintendency (SMV).
He also served as a financial supervision expert for the International Monetary Fund (IMF) for the Central America, Panama and Dominican Republic Office, Risk Manager and later General Manager of the Banco de la Nación del Perú, and Superintendent of Financial System Assessment at the SBS.
Economist from the Universidad del Pacífico and Master in Business Administration and Management, specializing in finance, from the Pontificia Universidad Comillas in Madrid, Spain.

William Foster

Biography
William (Bill) Foster is a Senior Vice President in Moody’s Sovereign Risk Group in New York, where he currently serves as lead analyst for a portfolio of sovereign and supranational credits that includes: the United States, Canada, Israel, the Dominican Republic, Bolivia, Honduras, the IFC and FONPLATA. He was previously lead analyst for India, Pakistan, Sri Lanka, Bangladesh, Kazakhstan, Chile and the World Bank. Bill is global head of Moody’s Sovereign and Sub-Sovereign Cyber Risk Working Group and also co-hosts the podcast series “Moody’s Talks – The Big Picture”.
Bill joined Moody’s in August 2016, after 10 years at the U.S. Department of the Treasury. Most recently, he served as Senior Advisor for International Financial Markets based in New York, where he was the Office of International Affairs’ first dedicated liaison to New York’s international financial community. From August 2012 to March 2015, he was US Financial Attaché in India, specifically at the U.S. Embassy in New Delhi. Bill joined the Treasury’s Office of International Affairs as an international economist in 2006 and covered a variety of geographies during his tenure, including Latin America, South Asia and East Asia. Before joining the Treasury, he worked as a management consultant at Accenture.
Bill has a Master’s in International Affairs in Financial and Economic Policy from the School of International and Public Affairs (SIPA) at Columbia University and a Bachelor’s from Wesleyan University.

Carlos Suárez Fernández

Biography
Mariana Quirós has led the transformation of the Business Continuity program at Copa Airlines since January 2016 as Director of Business Continuity. The program was awarded by DRI International in 2021 for demonstrating a high level of professionalism in preparedness and resilience capability, also receiving the “Resilient Enterprise” certification.
In her last 15 years at Copa Airlines, she has led technology innovation projects from different positions: Director of Application and Integration Services and Director of Technology Planning and Transformation. Before working at Copa Airlines she was manager of the Software Factory at Oracle Argentina, Infosgroup and Tecnasa.
As part of her contribution to the DRI International community, she was part of the Committee in charge of updating the BCM Glossary in Spanish and is an active member of WBCM (Women in BCM) as a mentor.
She holds a bachelor’s in Information Systems, a Six Sigma Green Belt certification, is a certified ISO 22301 lead implementer and holds the MBCP (Master Business Continuity Professional) certification, and is a member of the “Order of the Sword & Shield” (US Honor Society). She is a founding member of the Panama chapter of Women In Tech and serves on its Board.

Eduardo Tejeda Domínguez
Deputy Manager of Assessment and Monitoring in the Payment Systems and Market Infrastructures Policy and Studies Directorate at Banco de México
Topic: “Cyber risk in payment systems and financial market infrastructures”.
Biography
Eduardo Tejeda Domínguez is a professional with more than 20 years of experience in the public sector, working at Banco de México, the country’s central bank. Since 2003 he has held various positions in strategic areas such as information technology management and institutional planning and, for more than a decade, has been responsible for leading topics related to supervision, operational continuity and the formulation of public policies aimed at strengthening payment systems and financial market infrastructures.
He has taken part in key projects, including the modernization of the Interbank Electronic Payment System (SPEI), Mexico’s main payment system, and the implementation of the Interbank Dollar Payment System (SPID). He is currently responsible for the oversight of the payment systems operated by the central bank and of other critical financial infrastructures operating in the country. He is a telecommunications engineer from the Universidad Nacional Autónoma de México, holds a master’s in Engineering and Management Science from Stanford University and a master’s in Public Policy and Administration from the University of Melbourne.

Pavel Solís
Senior Economist, Financial Stability Directorate at Banco de México
Topic: “Preparing for cyberattacks with crisis simulations”.
Biography
Pavel Solís is a senior economist in the Financial Stability Directorate of Banco de México. His research uses microdata to address questions in macro-finance and monetary policy. His work has been published in journals such as the Journal of International Economics, the Journal of Money, Credit and Banking and the Journal of Macroeconomics.
As part of his public policy work, he takes part in designing the central bank’s crisis management protocols for bank resolutions and liquidity provision.
He earned a PhD in economics from Johns Hopkins University, a master’s in economics from the Centro de Investigación y Docencia Económicas, and an engineering degree in mathematics from the Instituto Politécnico Nacional.

Fernando Ávila Embriz
Director of Financial System Information at Banco de México
Topic: “Cyber risk considerations in financial information management.”
Biography
With more than 20 years of experience in financial stability, financial risks, prudential regulation and data management, Fernando Ávila currently serves as Director of Financial System Information at Banco de México. His responsibilities include the compilation, validation and dissemination of financial information, as well as developing the infrastructure, methodologies and procedures needed for its validation and dissemination. He also takes part in the development and assessment of the prudential regulation applicable to the financial sector, mainly regarding the definition of its capital requirements, as well as the adoption of standardized international identifiers in derivatives transactions, such as the LEI, UTI and UPI codes. He is also responsible for overseeing the operation of the Derivatives Transactions Repository managed by Banco de México and takes part in various international groups, such as the Financial Information Forum (FIF), the G-20 initiative to address data gaps (DGI-3) and the Regulatory Oversight Committee (ROC), which is in charge of promoting the adoption of standardized identifiers that make financial transactions easier to trace.
He is an actuary from the Universidad Nacional Autónoma de México (UNAM) and holds a master’s in financial engineering from the University of Michigan-Ann Arbor.

Juan Carlos Salinas Morris, CFA, FRM
Principal Analyst, Economic Research Department, Superintendency of Banks of Peru (SBS)
Topic: “Climate risk quantification and its impact on the financial system: Progress, challenges and applications for supervision”.
Biography
Master of Public Administration (MPA), Columbia University, scholarship holder of the World Bank and the Government of Japan (JJ/WBGSP). Bachelor’s and Licentiate in Economics from the Universidad del Pacífico (UP), graduated with honors. He has more than 10 years of experience within the Economic Studies Management of the Superintendency of Banking, Insurance and AFPs of Peru (SBS), as well as experience working for international organizations such as the International Monetary Fund and the World Bank, through (i) support on various technical assistance missions and (ii) the preparation of a technical note for an FSAP.
Juan Carlos, Principal Analyst in the SBS Economic Research Department, currently leads the development and implementation of the institution’s Solvency Stress Model, and is the creator of the SBS’s first Climate Risk Stress Exercise, which links physical risk climate drivers and quantifies them into potential impacts on credit risk at financial institutions. He has published two working papers related to this topic, which are at an advanced stage regarding climate risk quantification.
He is also the SBS representative to the NGFS, a network of central banks and financial regulators that seeks to strengthen the role of the financial system in the transition to a sustainable economy and in managing risks related to climate change and other environmental risks. In particular, Juan Carlos takes an active part in the NGFS working group responsible for developing climate scenarios.
He is also a part-time professor in the Academic Department of Economics and the Academic Department of Finance at the undergraduate level at UP, as well as a lecturer at the same university’s School of Public Management. His areas of interest include financial stability, financial regulation, macroprudential policy, financial risk analysis and management, and economic and financial research, on which he has published various working papers at the SBS.

Fernando de Menezes Linardi, PhD
Head of the Systemic Risk Division of the Central Bank of Brazil
Topic: “Assessment of exposure to physical climate risk and supervision of financial institutions. Brazil case”.
Biography
Fernando de Menezes Linardi is an economist with broad experience in financial stability, systemic risk analysis and regulatory policy.
He currently serves as Head of the Systemic Risk Monitoring Division at the Central Bank of Brazil, where he leads the development of macroprudential stress testing frameworks, including the analysis of climate-related scenarios. With a solid foundation in financial system monitoring and prudential regulation, Fernando has contributed to the implementation of Basel III standards and to the assessment of credit, market and liquidity risks within the Brazilian financial system.
He holds a PhD in Economics from the University of Amsterdam, as well as master’s degrees from the Université Libre de Bruxelles and the Universidade Federal de Minas Gerais. Fernando has a keen interest in the interplay of data science, financial regulation and climate-related risks.

Gustavo I. Méndez Narváez

Topic: “How to make decisions in a VUCA environment: Volatility, Uncertainty, Complexity and Ambiguity.”.
Biography
Gustavo Méndez is Lead Partner of the Financial Services industry at Deloitte Spanish Latin America and Leader of the Financial Transformation Area.
He has a solid career of more than 20 years of experience holding various executive positions at world-class financial institutions. Before joining the firm he served as CFO for HSBC Mexico and Latin America, with operations in 12 countries, overseeing the Bank and the Insurer and taking part in the boards of different countries.
He has executed projects in balance sheet optimization, GL implementation and profitability by business, efficiency programs, reducing time to produce information, creation of centers of excellence, tax planning, debt issuances, as well as mergers and acquisitions, maintaining communication with external parties such as rating agencies and regulators.
At the firm he has developed Financial Transformation services ranging from support in strategy development, advice on profitability and optimal debt and capital structures, to the implementation of best practices in Treasury and Planning management.
Gustavo is an Actuary from the Universidad Nacional Autónoma de México with a Master’s in Engineering with an emphasis on planning, and has also completed Management programs at Wharton and Insead.

Alejandro Rodríguez Domínguez
Director of Quantitative Analysis and Artificial Intelligence at Miralta Bank
Topic: “Portfolio optimization methodologies: Portfolio dynamics and causality, using automatic differentiation in neural networks”.
Biography
Director at Miralta Bank since 2018, a Spanish bank focused on private and institutional investments, with more than 1.2 billion euros in assets under management. His team is responsible for the research and development of data- and artificial-intelligence-based solutions across the institution. His research work focuses mainly on applications of machine learning and statistics to portfolio risk diversification, the study of correlation and causality structures, as well as the development of advanced risk management indicators. He is also a quantitative advisor at Inspiration-Q, where he collaborates on the research and development of statistical arbitrage strategies inspired by quantum computing.
Previously, Alejandro worked in London and Paris for several years, at institutions such as Société Générale, Nomura, BBVA and BNP Paribas since 2012, holding roles in trading and financial engineering.
He is currently pursuing a PhD in Artificial Intelligence at the University of Reading, and holds a degree in Mining Engineering from the Universidad Politécnica de Madrid. He also holds an MSc in Financial Engineering from Imperial College London, an MSc in Computational Statistics from the Universidad Complutense de Madrid and an MSc in Artificial Intelligence from Munster Technological University.

Omar Bairan García

Biography
Omar Bairan has more than 20 years of experience in the financial sector. He currently serves as Vice President of Legal Advisory and Compliance at Banco Santa Cruz. He is also a member of the board of directors of Inversiones Santa Cruz, S. A. – Puesto de Bolsa, as well as of FUNDAPEC and of the Dominican Republic Risk Management Club.
He completed an MBA at Florida International University (FIU) and a Master’s in Applied Mathematics at the Instituto Tecnológico de Santo Domingo (INTEC). He also completed a Master’s in Economic Legislation and Corporate Law, and a law degree at the Pontificia Universidad Católica Madre y Maestra (PUCMM).
He holds internationally recognized certifications, including Financial Risk Manager (FRM) from the Global Association of Risk Professionals (GARP), holds the Chartered Financial Analyst (CFA) designation from the CFA Institute, and the Certificate in Quantitative Finance (CQF).

Miquel Noguer i Alonso, PhD

Biography
Miquel Noguer i Alonso is the founder of the Artificial Intelligence Finance Institute (AIFI), an institution dedicated to training and research in artificial intelligence applied to finance. With more than 22 years of experience in asset management at institutions such as UBS AG and Andbank, he has held senior management positions including Chief Investment Officer and Executive Director.
An academic with a solid track record, he has been a professor at prestigious universities such as NYU Courant, NYU Stern, Columbia University, Imperial College and ESADE, where he has taught courses on big data, fintech, asset allocation and quantitative modeling. His education includes a PhD cum laude in Mathematics Applied to Finance, an MBA from ESADE, and certifications such as CEFA and ARPM.
An active member of committees and advisory boards such as that of the ACM (Association for Computing Machinery) and the Financial Data Professional Institute, he has also published more than 100 articles on deep learning, asset allocation, financial sustainability and sentiment analysis in financial markets.

Samantha Manzo Villaseñor

Biography
Bachelor’s in Actuarial Science from the Instituto Tecnológico Autónomo de México (ITAM).
She has more than 8 years of experience developing statistical models focused on risk management for organizations in the financial system and the retail industry.
In academia, she advises degree theses focused on applying advanced modeling to predict the probability of default of customers of financial institutions. She was also a Differential and Integral Calculus teacher at the high school level, and also directed the research work for DGIRE on the wage gap in Mexico with a gender focus: “When Women Lose, Mexico Loses”.
She has been in charge of the team of data scientists at PFSTech, responsible for building projects focused on statistical solutions for financial institutions from the commercial phase to the follow-up phase. She is currently in charge of driving the development of solutions for the entire credit life cycle through data intelligence and technology tools.

Biography
She works with international organizations (including the International Monetary Fund, the World Bank, the Inter-American Development Bank and Toronto Centre) and with national authorities. She has worked extensively in Latin America and the Caribbean, Europe, West Africa, East Asia and the Pacific.
She previously served as Senior Financial Markets Specialist at the IDB headquarters in Washington DC. She was also a Manager in the Regulation area of the Central Bank of the Argentine Republic, where she specialized in the development and implementation of regulatory reforms based on international standards. She was a member of the Basel Committee on Banking Supervision and of working groups of the Financial Stability Board (FSB) and the G-20. She led Argentina’s representation on the MERCOSUR Financial System Commission, dedicated to harmonizing financial regulation in the member countries.
She was a visiting researcher at the Secretariat of the Basel Committee on Banking Supervision, at the Bank for International Settlements in Basel, Switzerland. Previously, she was an advisor to the Insurance Superintendency in Argentina, an Economist with the Ministry of Economy and a researcher at university institutions.
She holds a Master’s in Economics from Universidad Torcuato Di Tella and a Bachelor’s in Economics from the Universidad Nacional de La Plata, both in Argentina. She obtained an Expert Certification in Risk Management from the Frankfurt School of Management and Banking. She is the author of several publications on financial sector and financial risk topics.

Allan Calderón Moya

Biography
Allan Calderón holds a Master’s in Economics from the Universidad de Costa Rica, as well as a Master’s in Applied Economics from the Universidad Complutense de Madrid. He has 22 years of banking experience, about 18 of them in integrated risk management, where he implemented the country’s first analytical models and integrated risk frameworks, as well as strategies to create and promote risk culture at the bank level, being the first president and founder of the Costa Rica Risk Club.
He has served as Vice President of Risk at Banco Nacional de Costa Rica, the largest bank in that country and the second largest in Central America by assets, and is currently Deputy General Manager of the Cooperativa Nacional de Educadores (Coopenae), the largest cooperative institution in Costa Rica and Central America.
His strategic value includes: Development and implementation of the first advanced credit risk models: score, rating and structural models. Development and implementation of the first advanced market, liquidity, foreign exchange and derivatives risk models, as well as implementation of banking transformations at both Banco Nacional and Coopenae, obtaining outstanding results in profitability, portfolio quality, efficiency, customer experience and digital transformation. He has been a risk management speaker in countries such as Spain, the United States, Colombia, Bolivia, Panama and Mexico.

Alejandro Fernández Whipple

Biography
Alejandro Fernández Whipple is a prominent figure in the financial field, with a rich career spanning executive roles in the public and private industry, as well as roles as consultant, analyst, educator and financial opinion shaper. A graduate with honors of Colegio Loyola and a cum laude graduate in International Relations from Georgetown University, he holds a Master’s in International Business and Finance from Tufts University.
With more than 25 years of experience, he has contributed to the development of banking in the Dominican Republic through key roles such as technical advisor to the Superintendent of Banks, Manager at the Superintendency of Banks and leadership positions at renowned financial institutions. In addition, his commitment to financial education and social impact is shown in the founding of Argentarium SRL and Fintech Dominicana SRL, and in his role as chair of the Board of Directors of the Fundación Dominicana de Desarrollo. His influence in the media, economic education programs and his current position as Superintendent of Banks of the Dominican Republic underscore his lasting commitment to the financial industry and the Dominican community.
